This is FFU commander SSP Agero Rashid who Smashed Dr. Kizza Besigye car. He is the one who was commanding Spraying of High pressure water Canon that almost killed Dr. Kizza besigye.
Agero got a tear gas gun and smashed Besigye vehicle vehicle and afterwards spread pepper in his face before arresting him and his driver identified as Kato
