Section 13(5) of the Uganda Local Government Act Cap… as amended requires the District Chairperson to make a report on the state of affairs of the District at least once a year.
In the District Council session of 29th October 2025 held at the District Headquarters, Hon. Wasswa Adrian Ddungu, the Chairperson, delivered a report highlighting performance in key sectors.
In his report, he highlighted the importance of unity in provision of services amidst challenges.
“I am proud of the progress we have made despite limited resources and unique challenges. The future of the district lies in unity, transparency and share commitment to the district” The Chairman noted.
Here are some of the key points of the address.
Parish Development Model
The District has so far received UGX 11,666,000,000 (Eleven Billion Six Hundred Sixty Six Million) out of which UGX 11,400,000,000 (Eleven Billion, Four Hundred Million) has been disbursed to all the 38 PDM SACCAOs.
11,412 households have benefitted.
The WENDI innovation eased access to funds since there is no single bank branch in the District. However the outlets are still very few.
Health sector
The District’s performance in Immunization, significantly improved from category four to category two. This is attributed to the support from Ministry of Health and GAVI under the Equity Accelerator Fund project which scaled up community mobilization spearheaded by Mildmay Uganda.
The District runs 11 health facilities; one Health Centre IV, eight Health Centre III and two health centre IIs. However the sector’s staffing level stands at 35%.

Three health centre IIs (Kirewe, Buyego and Kifulu) are yet to be operationalised and four more of the same level are yet to come on board.
Water and sanitation,
Makerere University with funding from the European Union, constructed the SoPHIA (Sustainable Off-grid solutions for Pharmacies and Hospitals in Africa) project was constructed at Buvuma Health centre IV to provide cheap purified bottled drinking water.
The Ministry of Water and Environment is constructing piped water systems in Ddembe-Lwaje, Nkata-Lyabaana, Lubya-Lubya, Zzinga-Bugaya, and Bukaayo-Busamuzi.
With support from the central government, we are constructing a piped water system at Namatale-Bweema.
Designs for piped water systems in Lyabalume-Lwaje and Nyenda-Bweema are under initial stages.
The safe water coverage for the District stands at 35% and latrine coverage at 38%. This triggers hygiene related concerns like bilharzia, diarrhea and dysentery.
Infrastructure and Works
60km of District roads have been constructed in Lwaje, Busamuzi, Nairambi and bweema sub counties. There has been resistance from some land owners in Lwaje and Bweema.
The sub county headquarters of Nairambi is under construction whereas Lwaje is in procurement. An agreement was signed between Buganda Kingdom and the District to regularise tenancy for Nairambi, Busamuzi, Bugaya and Bweema sub counties.
Oil Palm Project
The project continues to play a significant role in the economic transformation of Buvuma.
The District mobilised land for the establishment of the nucleus estate. Compensation was made to the landlords and tenants. However, some are still pending, which has delayed the construction of the mill.
Education
Enrollment in primary schools has risen from 17,000 to 21,000 and 1,900 from 1,200 in secondary schools.
This year 686 candidates are to sit their PLE examinations, 214 for UCE and 79 for UACE.
Procurement of the contractor for the construction of Busamuzi Seed Secondary school is ongoing at the Ministry of Education and Sports.
Land Management
There is still a challenge of lack of land titles for government institutions. This exposes the institutions to encroachment and affects the attraction of funding.
