President Yoweri Kaguta Museveni’s planned Masaka City rally has gained a total boast following Political Analyst’s visit Mr. Nzeire Kaguta also the brother to President Museveni after visiting the area and applauded Masaka City for the constructed Masaka Recreation Grounds under National Resistance Movenment (NRM) government.
“There are so many gains within the Masaka City and the construction of Masaka Recreation means a lot to the economic development of the ruling government under President Museveni’s support,” said Mr. Kaguta.
President Museveni is holding a mega rally in Masaka City on Monday at 11am and several leaders within the NRM party have travelled from far to welcome the president at Liberation Square.
Additionally, Masaka City Council authorities are optimistic that phase one of the planned 15000-seater Masaka Recreation facility could be complete before the close of the 2026-2027 financial year, thanks to a substantial UGShs 18 billion initial funding from the Government of Uganda.

Project funds have not only been available but also enough for construction works,” affirmed Eng. John Lule, the construction engineer overseeing the project.

State-of-the-Art Facility Taking Shape
The development includes both VIP and ordinary sections, designed to attract significant crowds for various recreational games. The Eastern Stand, measuring 1,372 square meters, is designed to accommodate 3,800 fans, while the Southern Stand spans 452 square meters with a capacity for 961 people.

Significant progress is visible, particularly on the upper left-hand structure, which comprises the VIP section. This area is specifically allocated to house sports journalists, home team dressing rooms, and essential indoor facilities like restrooms and a restaurant for officials and fans.
Eng. Lule highlighted the meticulous planning that ensures operational efficiency. “We have also embarked on the construction of a comfortable space to accomodate visiting teams at the right wing,” he noted, emphasizing the design prevents inconvenience to the home team after games. Reserved spaces for referees and fourth officials are also part of the comprehensive plan.
Progress Metrics and Future Vision
Despite facing initial public criticism regarding the work pace, the contractor and consultant have remained steadfast, pushing forward with the project in close cooperation with the Masaka City Council authorities, led by Town Clerk Mr. Christopher Kaweesi.
Eng.Matovu Mugaga, the project manager, praised the government’s commitment and noted the facility’s broader economic impact. The project has already created employment opportunities for local residents in construction, and future roles are anticipated in facility management and service provision.
“I honestly believe that after completion, a consistent stream of employment opportunities will be created for local residents.” said Mr. Mugaga, who envisions the project to significantly boost local sports and recreation activities.
While the primary structures, including covered stands, a green pitch, and ample parking, are well underway, Engineer Lule indicated that additional funds might be required to complete all ancillary facilities, such as dedicated shelters for sports journalists and the installation of security scanners for safety, connecting all essential services, including electricity, indoor canteen and much more.
It’s on this note that Masaka City leaders and residents who are anticipating the President’s visit soon are appealing to the Government to secure the remaining funds (132billions) for steady progress such that project construction works do not stall.
