One hundred days in leadership is often too short a period to judge a leader, but for Hon. Milly Babirye Babalanda, the first 100 days as Member of Parliament for Budiope West have been nothing short of transformational. What she has exhibited is not the usual political honeymoon characterized by rhetoric and empty promises, but hands-on, servant leadership that touches the soul of the common person.

From the very day she took oath as MP, Hon. Babalanda made it clear that her representation would not be by remote control from Kampala. She chose to pitch camp in the constituency, traversing every parish, every village, every corner of Budiope West to feel the pulse of her people.

Monitoring Government Programs with an Eagle Eye

In line with the NRM manifesto and President Museveni’s gospel of socio-economic transformation, Hon. Babalanda has spent her first 100 days religiously monitoring government programs. From Parish Development Model (PDM) to Emyooga, from Universal Primary Education (UPE) to the health sector, she has been on the ground asking the hard questions: Is the money reaching the intended beneficiaries? Are the services working?

In many places, she unearthed gaps and instantly provided solutions by linking technical officers with the wanainchi. Her approach is not to lament but to fix. She has reminded civil servants that government programs are not favours but rights of the people, and she has empowered citizens to demand accountability. This is transformational leadership at its best.

A Mother of Education – Paying School Fees for the Needy

If there is one area where Hon. Babalanda has won the hearts of Budiope West, it is in education. Deeply aware that education is the only equalizer between the rich and the poor, she has personally paid school fees for hundreds of needy children across the constituency. Orphans, children from child-headed families, and those from extremely poor households who had dropped out have found hope again.

For many parents in Budiope West, Hon. Babalanda is not just an MP; she is a mother. She has demonstrated that leadership is about compassion and that a true leader must feel the pain of the most vulnerable. Her bursary intervention is not for show, but a deliberate investment in the future human capital of Budiope West.

Preaching Hard Work and Poverty Eradication

Consistent with President Yoweri Kaguta Museveni’s message, Hon. Babalanda has used every gathering to preach one powerful sermon: hard work. She has challenged the people of Budiope West to wake up, to embrace commercial agriculture, to work hard and get out of poverty.

She does not encourage handouts and dependency. She encourages productivity. In her community meetings, she has emphasized that government has created a good environment – peace, roads, PDM money, Emyooga – but it is upon the individual household to utilize it. This message of self-empowerment is resonating deeply with the youth and women who are now forming groups to engage in productive enterprises. She is not just giving fish; she is teaching people how to fish.

Uniting All Faiths – A Leader for All

In a country where religion can sometimes be a dividing factor, Hon. Babalanda has emerged as a unifying figure. In her first 100 days, she has interacted with all religious leaders of different denominations – Catholics, Anglicans, Muslims, Born-Again Christians, Seventh Day Advents and traditional leaders – without discrimination.

She has attended prayers in mosques, churches, and fellowships, preaching unity, love, and togetherness. She understands that Budiope West’s strength lies in its diversity. By bringing all faiths to the same table, she has cemented her position as a mother of all, a leader who does not segregate.

The Historic Wednesday Thanksgiving at Irongo Primary School

The climax of her first 100 days was undoubtedly the historic Wednesday Thanksgiving held at Irongo Primary School. It was not just a thanksgiving; it was a statement. The event, which was graced by His Excellency the President of the Republic of Uganda, Gen. Yoweri Kaguta Museveni, gathered people from different parts of the constituency and from all walks of life.

Ministers, Resident District Commissioners, top government bureaucrats and technocrats, district officials, cultural leaders, and thousands of wanainchi thronged Irongo to celebrate a leader whose impact was felt in just 100 days. The presence of the President himself was a vote of confidence, a seal of approval that Hon. Babalanda is on the right track.

The President’s attendance also signified that Budiope West is now firmly on the national map, not as a backwater, but as a constituency with a vibrant, loyal, and development-oriented leader.

The Reward: Reappointment as Minister in Charge of Presidency

No wonder, therefore, that the appointing authority, His Excellency the President, in his wisdom, reappointed Hon. Babalanda as Minister in Charge of the Presidency. It is a clear testimony that her transformational leadership in Budiope West is a reflection of her exceptional performance at the national level.

As Minister in Charge of Presidency, she has been the engine of mobilization, coordination, and monitoring of government programs nationwide. Her reappointment is not accidental; it is earned. The President rewards hard work, loyalty, and results, and Hon. Babalanda embodies all three.

Her ability to juggle her ministerial duties with effective constituency representation debunks the myth that ministers cannot be effective MPs. She has proved that with good time management, dedication, and love for the people, it is possible.

The first 100 days of Hon. Babalanda as Budiope West MP have given us a glimpse of what five years will look like. If in 100 days she can traverse the whole constituency, pay school fees, unite all faiths, monitor government programs, and host the President, what will she do in five years?
