Minister for the Presidency, Hon. Babirye Milly Babalanda on Friday commissioned the newly constructed office of RDCs in Mityana district
The minister expressed her gratitude for making it to Mityana for the commissioning exercise.
“I am therefore delighted to be here to commission this newly constructed RDCs’ office for Mityana District and bring warm greetings from H.E. the President of the Republic of Uganda and Commander-in-Chief of the UPDF, and Mama, the first lady, Janet Kataha Museveni, and the Minister of Education and Sports,” she said.
The minister registered apologies from Hon. Minister Nabakooba and Hon. Nsiegumire, who did not turn up.
“I bring an apology from the minister Nabakooba and Hon. Nsiegumire, who were meant to be with us here today, but due to unavoidable circumstances and busy schedules, they failed to make it. Minister Babalanda noted that Minister Nabakooba was vital in lobbying for the establishment of the office that she has come to commission. It should also be noted that Minister Nabakooba was the first person to write to us requesting the office of the president to set up the office of RDCs,” She said
The minister also noted that the NRM government under the stewardship of President Yoweri Kaguta Museveni is committed to making sure the NRM Manifesto is implemented to the fullest.
“This office is a special mark of H.E. President Museveni’s commitment to effective service delivery and security in our district. It is also a testament to the government’s commitment to effective governance and service delivery, as it was laid out in our manifesto,” she said.
Minister Babalanda echoed the importance of having RDCs’ offices in the area.
“Ladies and gentlemen, the work of the RDCs is crucial in ensuring that our government’s programs and policies are implemented effectively at the grassroots levels. As Minister for the Presidency, I am proud to oversee their work and to position them to offer themselves better to serve the people of Uganda.”
“This office is part of our grand plan to position the RDCs to effectively contribute to service delivery, effective governance, coordination, and implementation of government programs.”
“The office block of Mityana will particularly provide the platform for the RDCs to engage with the community, listen to their concerns, and provide guidance and support where needed.”
“I am therefore confident that this new block will enhance the working conditions of our RDC team to deliver quality services to our citizens.”
The minister appealed to the RDCs to work closely with the area leadership and promote teamwork as well.
“I urge the RDC team and all the staff of the office to work closely with the district leadership, local councillors, and the community to ensure that we deliver on our promise of effective service delivery and security,” she said.
The minister expressed gratitude to the technical team from the office of the president.
“I wish to express my gratitude to the technical team of the office of the President, led by the Secretary office of the President, Hajji Yunus Kakande, for their effort in coordinating the construction of this office block. Your dedication, expertise, and commitment have enabled the delivery of a world-class facility.”
“At the same time, I commend the contractor, M/S Zawede, for accomplishing the works within the specified period of four months and the district leadership and the community of Mityana for supporting the project.”
The Minister also noted that the NRM party has fulfilled its promises on nearly all the fronts in its manifesto. “We have delivered prosperity, peace, and stability and laid key infrastructure in all corners of our beloved country.”
“I therefore take the opportunity of this commissioning to remind us of the reason to continue supporting the NRM as we strive to build a brighter future for ourselves, our children, and our communities,” she added.
Minister Babalanda called for teamwork for effective service delivery.
“Let us work together to ensure that Mityana District continues to thrive and benefit from the many initiatives and programs implemented by our government.”
The minister cautioned the RDCs and area leaders to be very vigilant in the political season that the country is heading into.
“As we enter the election period (starting with the internal party elections), you are called upon to be vigilant to stamp out electoral violence and crimes.”
“I am glad that you have worked hard to eliminate the criminal activities involving land evictions. The incidences have significantly reduced, and for this,” She added
“I thank you for taking the time to attend this event. The RDC’s office is open to everyone irrespective of their political affiliation, religion, or race. The office exists to serve all Ugandans. I wish to remind you that the President will soon visit Mityana on his PDM assessment zonal tour. We need to prepare for his visit,” She informed the residents

In her remarks, she congratulated the Mityana district, RDC, and his team upon acquiring the new permanent office.
